House Bill 725 (2019)
HB 725 is the law that legalised sports betting in Montana. Signed by Governor Steve Bullock on May 3, 2019, it gave the Montana Lottery exclusive control over the new market.
Two competing bills sat on Bullock's desk in 2019. HB 725 (lottery-operated) and SB 330 (commercial competition, similar to the New Jersey model). Bullock signed the first and vetoed the second the same week, citing a "conservative" approach. Montana became the only US state to legalise sports betting purely under a state-lottery monopoly without any commercial operator path.

What the Law Says
📜 HB 725 (2019)
Montana legalized sports betting through HB 725, signed by Governor Steve Bullock in May 2019. The law gave the Montana Lottery exclusive control — Bullock vetoed a competing bill (SB 330) that would have allowed commercial operators.
🏛️ State Monopoly Model
Unlike every other legal state, Montana has no private sports betting market. The Montana Lottery is both the regulator and the operator. Intralot provides the technology via its Orion platform under a 7-year contract running through 2032.

🎓 College Betting
Montana has no formal restrictions on college betting. However, the Montana Grizzlies and Montana State Bobcats play football at the FCS level, so those markets are not always offered. The Montana Lottery declined NCAA requests to ban college player props.
🚫 Strict Online Restrictions
Montana bans almost all other forms of online gambling. DFS is explicitly illegal, online casinos are prohibited, and SB 555 (2025) banned sweepstakes casinos and prediction markets with felony-level penalties.

Senate Bill 555 (May 2025)
The most aggressive online-gambling crackdown of any US state in 2025.
Governor Greg Gianforte signed Senate Bill 555 into law on May 26, 2025. The bill banned:
- Sweepstakes casinos — sites like Chumba and McLuck that operated in a legal grey area.
- Online prediction markets — Kalshi, Polymarket, and similar event-contract platforms.
- All unlicensed internet gambling, including offshore sportsbooks.
Penalties under SB 555 are felony-level, which is unusual: most states treat unlicensed gambling as a civil matter or a misdemeanour. Operators that fail to block Montana traffic face criminal liability. As of mid-2026 all major sweepstakes operators and Kalshi have implemented Montana blocks.
🚨 Practical effect for bettors: If you previously used Kalshi for sports event contracts or a sweepstakes site for casino-style play, those routes are now closed. Sports Bet Montana remains the only legal option.
Federal Laws That Still Apply
State law sits on top of a federal framework. These three statutes matter for Montana bettors.
PASPA (1992–2018)
The Professional and Amateur Sports Protection Act effectively banned sports betting outside Nevada for 26 years. The Supreme Court struck it down in Murphy v. NCAA (May 2018), opening the door for states to legalise.
Wire Act (1961)
Federal law prohibits transmitting wagers across state lines. Sports Bet Montana is Montana-only and uses geolocation to comply. Bets placed inside Montana are not affected.
UIGEA (2006)
The Unlawful Internet Gambling Enforcement Act blocks banks from processing payments for unlawful online gambling. Sports Bet Montana is lawful under state law and operates legally under UIGEA.
Tribal Sports Betting
In February 2024, the Assiniboine and Sioux Tribes of the Fort Peck Reservation received federal approval to offer retail sports betting at Silver Wolf Casino. This is the first non-lottery sports betting in Montana and operates under tribal-state compacts rather than the Montana Lottery monopoly.
Montana has seven federally recognised tribes. Each operates under separate compacts negotiated with the state. Sports betting at tribal venues is retail-only — there is no separate tribal mobile sportsbook. Other tribes are reportedly exploring similar deals, but as of mid-2026 Silver Wolf remains the only non-lottery sports betting operation in the state.
